Regulations in SA started to be loosened in the 1980s, before that the propaganda ran, 'look how happy the natives are in the homelands we've create for them'.

tale as old as time. the nazis literally did a whole propaganda film named Theresienstadt in 1944 to portray a concentration camp as a "spa town". it was specifically made for an international audience, too.
