I had a meeting with a bipartisan delegation from the U.S. House of Representatives, during which I presented the key points of the Victory Plan, which can strengthen us on the path to peace. We are at a critical juncture in this war. We need really strong pressure and strong positions for Ukraine. We also discussed the situation on the battlefield, the protection of our energy grid, and the preparation of our country for the winter ahead. Freedom relies on the bipartisan support and determination of the United States. I am grateful for America’s support for Ukraine, which saves lives of our people and helps defend our independence and freedom.

I held a meeting with the President of the Senate of the Czech Republic, Miloš Vystrčil, his deputies, and committee chairs. We are grateful for the support of our European integration. Ukraine is ready to open the first negotiation clusters as part of its EU accession talks. We hope that the unity and determination of EU countries will help make this happen as soon as possible. We discussed durable peace, the need for a full and unconditional 30-day ceasefire, and additional pressure on Russia until lasting silence begins. We are counting on Czechia. I thank the Senate for adopting 9 resolutions in support of Ukraine and for its contribution to advancing the International Crimea Platform.

During a meeting with President Guy Parmelin upon arriving in Geneva, I thanked Switzerland for all the support it has provided and, in particular, for its readiness to help in bringing peace closer. I informed Mr. President about Russia’s continued attacks and our needs to strengthen air defense. I spoke about the situation on the frontline and Ukraine’s long-range sanctions. Our mid-range strikes and deep strikes are quite rightly forcing Russia to feel the consequences of the war it unleashed. We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

Today, I welcomed U.S. @SecDef Lloyd Austin in Kyiv. I thanked him for a new defense assistance package for Ukraine worth $400 million that includes ammunition, military equipment, and weaponry. During the meeting we discussed critical defense priorities, including Ukraine’s air defense capabilities, preparations for the winter period, and the expansion of long-range weapon use against Russian military targets. Additionally, we focused on efforts to increase the production of strike drones, cruise missiles, artillery shells, and air defense systems. Secretary Austin reaffirmed that the U.S. will continue its security support as part of the ongoing defense agreement between our countries. He also shared plans to convene a new Ramstein format meeting to coordinate further aid with international partners. I emphasized the importance of our recent negotiations with President Biden, during which we talked about our Victory Plan and continued efforts to strengthen Ukraine’s defense. We are grateful to President Biden, both parties in the U.S. Congress, and the American people for all their support since the beginning of Russia’s full-scale invasion. We explored new ideas that could help reinforce air defense and protect our people. It is crucial to enhance coordination among partners in the face of Russia’s growing production of ballistic missiles. Ukraine will prepare and send partners a list of needs to support our energy infrastructure and military capabilities. We are counting on their support. Attention was also given to security guarantees for Ukraine and all of Europe. We also discussed our diplomatic work and the importance of assistance to Ukraine. It is very important that Ukraine’s partners come here and see with their own eyes what Ukrainians are going through. That is why we are grateful for this visit at this particular moment. We discussed with Nasry Asfura the key directions for the development of our bilateral relations: trade, the agricultural sector, the economy, and digitalization. During my meeting with the President of Lithuania, Gitanas Nausėda, we focused primarily on our defense cooperation and agreed to work together within the Drone Deal format: our countries now have such bilateral agreement. The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. The Ukraine Recovery Conference has also served as a platform to strengthen our country’s defense, reinforce Ukraine’s Defense Forces, and advance weapons production. I had a good and productive meeting with President of Türkiye Recep Tayyip Erdoğan in Ankara. It focused on bringing peace closer and guaranteeing security. I thank President Erdoğan and all of Türkiye for their support of our state, and for supporting all the real steps toward a full, unconditional ceasefire and true diplomacy. We will continue close coordination to ensure that negotiations are truly resultative. Today, Russia once again demonstrated that it does not intend to end the war, having sent a delegation of rather low-level representatives. Moreover, such a Russian approach is a sign of disrespect — toward the world and all partners. We expect a clear and strong response from partners. President Erdoğan and I also discussed cooperation within the Coalition of the Willing, security guarantees, monitoring of the ceasefire, maritime demining, Ukraine’s reconstruction, and the development of partnership between our two states. I am grateful that on most of these issues, we share a common vision.
