O que questiono é algo muito mais incômodo: quanto do dinheiro retirado do bolso do cidadão realmente retorna para ele em serviços públicos à altura do que paga? No Brasil, onde corrupção, desperdício e desvio de recursos não pertencem ao terreno da imaginação, mas são objeto permanente de investigações e auditorias, não basta ao Estado dizer que arrecada para o bem coletivo. É preciso demonstrar onde gastou, como gastou e qual benefício produziu. O cidadão trabalha, produz, consome, possui patrimônio e paga impostos em diferentes etapas da vida econômica. Portanto, exigir transparência não é ingratidão ao Estado, muito menos radicalismo político. É cidadania. A confiança pública não pode ser exigida por decreto. Ela precisa ser conquistada pela transparência, pela eficiência e, sobretudo, pela honestidade na administração de cada centavo que não pertence ao governo, mas à sociedade.
