É preciso demonstrar onde gastou, como gastou e qual benefício produziu. O cidadão trabalha, produz, consome, possui patrimônio e paga impostos em diferentes etapas da vida econômica. Portanto, exigir transparência não é ingratidão ao Estado, muito menos radicalismo político. É cidadania. A confiança pública não pode ser exigida por decreto. Ela precisa ser conquistada pela transparência, pela eficiência e, sobretudo, pela honestidade na administração de cada centavo que não pertence ao governo, mas à sociedade.
