They are calling them now 'permissions' instead of 'fuses' because the term 'permission' is more familiar to most users. But the one good thing about the term 'fuse' was that once you burn a fuse you can't unburnt it, and that's how these permissions work. So, in that sense, the original term 'fuse' was a clever choice. But it is true it is a somewhat confusing term so probably their decission to call them permissions on the app is the best option. (Oh my god, I sound like Chat GPT lol!)
