@KoinangeJeff Eric is just addressing hierarchy of needs in mama mboga language. I got his point clearly. Yes shelter is a basic need and that’s where housing falls however it’s not our priority at the moment. Our priority is the cost of food. Period

In other words, it's the cost of living, low earnings and taxation that is unbearable for the common man that's driving them away from landlords. Housing or lack of it is a consequence hence not a priority
