There are already many payment systems which are EU-based, which also are under the european monetary union EMU scrutiny. Revolut comes first in mind, there are certainly others too.

There is no second best. To be the optimal medium of exchange and unit of account, it's best to not have to convert between different moneys. And since network effects grow exponentially with the number of users, once a certain user threshold has been passed, any new monetary technology has to be significantly better than the dominant one to replace it.

We have an option, in Portugal, on paying with the card, to choose from visa (American) or Multibanco (Portuguese) I never bothered to choose until now!

Good point. Europe, and I include the UK, needs a fundamental strategic rethink on our reliance with foreign powers. Putin showed what can happen on energy, Trump on military support and free trade.
