We are building satellites, we are building our own satellite launch vehicles (SLV), and we are working on orbital transfer technology. As you know, satellites are needed in low, medium, and high (geostationary) orbits. Reaching geostationary orbit is very difficult; it cannot be achieved only with a launch rocket. The satellite must be carried part of the way and then be equipped with the technology to transfer itself into higher orbit.
