The man in the video was born, raised and educated back in the time of Nicholas II. He wasn't drunk, he just managed to climb up through the heads to the post of chairman when he was very old

It’s true some late Soviet leaders had health issues—Brezhnev, Andropov, Chernenko weren’t exactly models of vitality. But the USSR had the Politburo: a collective leadership that functioned even if the top guy was sick, asleep, or drunk.
