The guy was anti-ice, shot at vehicles that contained detainees, not ice agents. He wasnt shooting at individuals he was shooting at vehicles. He was also it appeared to be like 75-100 yards away, with iron sights not a scope so he probably didn’t even know if he was hitting anything or anyone. Pretty easy information to come across actually.
