I have done this, sort of. If the dog does her business at the beginning of a long walk, I'll leave it bagged and pick it up on the way back. However I will conceal it, so as not to upset others or encourage others to do the same. Looks like it's got out of hand on your patch.

IT'S DISGUSTING. I HAVE 2 DOGS & THEY ALWAYS SEEM TO WANT A POOP WHEN THERE'S NO BIN IN SIGHT BUT I NEVER EVER DO THAT. I CARRY IT AS STINKY AS IT IS UNTIL I FIND A BIN. MANY WILL CLAIM THE BAGS ARE BIODEGRADABLE PUT THAT DOESNT EXCUSE IT.
