Where's the color is my biggest question it just looks too grey and depressing. It's a desert the skies are usually blue.

Currently working on a video right now to explain a few things, I'm running an ENB right now and while I do personally like it mine is heavily customised so I recommend using something like NVR instead if you don't want to hassle of an ENB

I would prefer a remake over a remaster. Because NV was so freaking bare bones, broken and unfinished. It should be remade. Buffed up. It essentially felt like a DLC more than a game, and the DLCs most of them felt like... Stuff packs.
