Catch the goons, tighten the system, go after the paper mafia, punish any student or their parent with life-long ban for circulating fake news, bar all those who bought leaked papers for life from any public or private university... The crime is occurring from ground up not top down... find the leak and plug it... hold top guys responsible if they fail your expectations but first demand that they get the guy who benefitted from cashing in on the plight of students by leaking the paper.

He is correct, the paper leak happens at the lower level, clerks and exam handling people. There is a racket which does all this. This has been happening all along, there are impersonations too. However the system has to be changed to online like jee.
