I held a Staff meeting today. Many reports on supplies for our troops—weapons, all procurements. Contracts and supplies are in place. But we need to accelerate deliveries and increase the supply of systems and weapons that help save more of our soldiers’ lives. More orders for drones. More investment in the development of robotic systems. And more deliveries of essential weaponry. All necessary directives have been issued. Our industry has the potential. Countries, particularly in Europe, are ready to work with Ukraine and invest in our arms production. Our diplomats have clear tasks. We need to increase our partners' funding for Ukraine's defense. This must also be a key performance indicator for Ukrainian diplomacy.

Today, during our meeting with Dutch Prime Minister, we focused our discussion on strengthening Ukraine’s air defense, including new air defense systems and the missiles for them. We also talked about F-16s for Ukraine and all the necessary weapons for our defense against the Russian occupiers, including shells for our soldiers, essential equipment, and the protection of our energy infrastructure. I am grateful to the Netherlands for announcing a new assistance package for Ukraine. We also discussed the possibility of the Netherlands taking on a patronage role over Zaporizhzhia, which would involve supporting infrastructure, protecting normal life, and addressing humanitarian issues. This is something that will definitely help Ukraine, and we deeply appreciate all the support from the people of the Netherlands, from Prime Minister Schoof personally, and from all the political and public figures in the Netherlands. And of course, I would like to express my deepest gratitude to all our people, to everyone who is protecting Ukraine, our Zaporizhzhia, and all our cities and communities — to everyone fighting for Ukraine, working here in our country, and helping us. Italy, Germany, France, Great Britain... We are returning home with new defense packages. More new and powerful weapons for the frontline, more protection for our people from 🇷🇺 terror, more political support. At all the meetings we discussed our Peace Formula, and now there is more willingness of our partners to follow the 🇺🇦 formula. There is more support for our accession to the EU, more understanding that Ukraine's accession to NATO is inevitable. So, the main results of these days are: new weapons for 🇺🇦, respect for Ukrainians, and our victory has been brought closer. Kudos to everyone who helps!

I thank Sweden for all its support for Ukraine – for our people and for our defense. Sweden is absolutely committed to protecting life, and we value this immensely. Today, we have a new support package for Ukraine, and the most important element of it is the Swedish Gripen fighter jets, which will strengthen our air force. Overall, this year, next year, and our future cooperation are all about building Ukraine’s fleet of Swedish Gripens. This will help us guarantee the security of Ukraine and Ukrainians. Today, the Ulf Kristersson and I also discussed the details of our cooperation across all other areas. I briefed him on the situation in Ukraine – on the battlefield and in our defense against Russian strikes. We need our own European antiballistic capabilities in sufficient quantity and with sufficient strength. We will work on this, including within the NB8 format – one of our most effective formats, bringing together Ukraine, the Nordic countries, and the Baltic states. I am also grateful to Sweden for all the sanctions steps – everything that limits Russia’s capacity for aggression.

I thank everyone who is preserving and creating jobs in the region, everyone who is working for Ukraine and for the benefit of Ukraine. We will continue all government programs that have proven effective and that support our production and our economy. There is still more we can do to support our industry — I’ve instructed government officials to fulfill what the entrepreneurs have asked for today. Ukraine’s results are shared results — the achievements of all those who have chosen Ukraine, who are actively working for Ukraine, and who are ready to do whatever is necessary for our country to endure and achieve its goals. The goal is to strengthen Ukraine to the maximum and add to our defense every month. This week has proved the effectiveness of the air defense systems provided by partners. We are working to bolster our air defense and have already made agreements. This topic is being discussed at every meeting with partners. There will be more systems and more protection. We are also planning more important foreign contacts until the end of the year. Despite the fact that the holiday season reduces political activity in many countries, our whole foreign policy team is working around the clock. I thank everyone in our state who keeps up with such a fast pace and who never tires of protecting, working, and helping.

I thank each of our combat brigades, all soldiers, and commanders who are using all their strength to destroy the enemy, especially by effectively deploying our drone capabilities. Our Ukrainian Defense and Security Forces are already gaining an advantage in this area – in July, our soldiers deployed more drones than the occupiers. This needs to be a steady trend on the front – across all types of drones available to our units: from FPV to all others, including our long-range drones – which are already having a strategic impact on the war. We have achieved significant results in various areas, including armored vehicles, drones, and artillery. I am grateful to everyone working in our defense industry. It's evident that this sector is becoming much stronger and more efficient. Importantly, we are now seeing substantial foreign investment in our defense production, alongside state budget funds. This is a major accomplishment for us. Today, we also set new tasks for Ukroboronprom and our missile industry. In many areas, we have moved beyond just potential or specific results to actual deliveries for our Defense and Security Forces—deliveries that are continuously increasing. There have been meetings at various levels, and one of our top priorities is securing long-range capabilities for our Defense Forces. This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. We are also discussing air defense with our partners – systems that are especially needed now, before the start of the school year, to provide more safety for Ukrainian children in schools, for our cities, and our energy infrastructure. We have agreements with partners on air defense systems and missiles for these systems. It's crucial to implement everything as quickly as possible. We are strengthening all areas of protection. There is already a decision regarding the protection of the city of Dnipro. The military command and the Ministry of Defense analyze each attack and offer solutions. For Dnipro, we will deploy additional radars, electronic warfare systems, and crews. There is also a solution for Odesa. We are also registering a higher percentage of shootdowns. But we still need to increase it. We are aware that the Russians are trying to bypass our air defense with the density of the attack and the intensity of strikes. We will counteract, but we are aware that we cannot stop there. We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. Today, I held a Staff meeting. The key issue was the development of our drones and all forms of their usage. There were reports on production and contracts—from FPV drones to long-range ones—as well as on solutions aimed at more effectively destroying the occupiers and protecting the lives of our soldiers. We have technological proposals that need to be implemented, and I am grateful to all our military personnel, every company, every official, and every volunteer involved in this effort to continuously modernize the Ukrainian army. There was also a report on robotic systems, as well as on artillery—both our domestic production and global procurement, with a focus on ammunition. It is important that Ukraine has good dynamics in artillery production, and our own capabilities to supply the army will only increase.

Recovery efforts following the Russian strike across our regions are ongoing. Once again, there was a targeted attack specifically on energy facilities – the Russians used a significant number of ballistic missiles in combination with other missiles, more than 70 missiles in total, as well as 450 attack drones. The strikes hit Sumy and Kharkiv regions, Kyiv region and the capital, as well as Dnipro, Odesa, and Vinnytsia regions. As of now, nine people have been reported injured as a result of the attack. There is damage to ordinary residential buildings and energy infrastructure. In Kyiv, drone strikes caused fires in high-rises and damaged a kindergarten. All necessary services have been deployed wherever possible. Taking advantage of the coldest days of winter to terrorize people is more important to Russia than turning to diplomacy. And this very clearly shows what is needed from our partners and what can help. Timely delivery of missiles for air defense systems and the protection of normal life are our priority. Without pressure on Russia, there will be no end to this war. Right now, Moscow is choosing terror and escalation, and that is why maximum pressure is required. I thank all our partners who understand this and are helping us.

Today in Odesa, on the day of our Naval Forces of the Armed Forces of Ukraine, we express our gratitude to all our naval warriors and engage in negotiations to ensure that Ukraine’s Defense Forces, including our Navy, receive even greater capabilities. We also welcomed the new Ministers of Defence and Foreign Affairs of the Netherlands, as well as the new British Secretary of State for Defence. I informed them about the situation on the battlefield, and there was a briefing from Vice Admiral Neizhpapa, the Ukrainian Navy Commander. We will continue to strengthen the Ukrainian fleet together with the UK and the Netherlands. There are promising new developments in our cooperation. We also discussed strengthening our air defense systems, which remains an absolute priority, and I am grateful for the willingness to take the next steps, particularly regarding the F-16s.

I met with participants of the Ukrainian Youth Forum “Youth Acts.” Today, our country celebrates Youth Day. Of course, for all of us, security is the first priority. But the Government must also take very specific, clear action to support all normal forms of public life in Ukraine – so that Ukrainian families, our people, our youth, and our children have a normal environment for life in Ukraine, one that is as fulfilling as possible. The renewed Government of Ukraine is now preparing the Cabinet of Ministers’ program of action, and I expect that civilian aspects of life, and youth policy in particular, will receive sufficient attention in the Government’s program. And we all understand the depth of this task – it is not simply about something the state can give, or something a person can do – independently or in cooperation within their community or with the state. It is much more than that. It is about reasons to stay in Ukraine, to live in Ukraine, to plan your own life and your family’s life in Ukraine, and to know that Ukraine will care about you and your family, about your future.

I held a meeting with the President of Germany, Frank-Walter Steinmeier. I thanked him for Germany’s European leadership in providing defense support to Ukraine, especially for its contribution to saving lives and delivering air defense systems. We discussed our cooperation at both national and regional levels, as well as further support for our people. The patronage of the President of Germany over the Chernihiv region is particularly significant. Thanks to this support, four shelters are already being equipped in communities across the region. I am grateful for all forms of assistance. We value Germany’s readiness to continue supporting our people.
