For years, green groups have hailed electrification as a core climate solution. And now that we’re suddenly in the middle of historic load growth, they’re largely unprepared to meet the moment with big ideas. “We should all be embarrassed,” says Jane Flegal on this week's Open Circuit episode. For... a long time, the climate community talked about aggressive electrification and the need to expand and modernize the grid. But now that future is arriving, the response has been fragmented or defensive. Some groups have leaned into affordability. Others are debating who should pay. And there are increasing calls for data center moratoriums. But there’s been very little thinking about how to plan and build at the scale this moment actually requires. "There's kind of like a rude awakening happening now, where everyone's like, ‘what was our plan to actually build?' she says. Jane has an idea. She proposes a new kind of grid infrastructure fund to bring hyperscalers, utilities, and policymakers into tighter coordination and to use demand as leverage to invest in the grid in a way that actually serves the public. Jigar Shah and I dug into the idea with her. We are mired in debates about grid-connected vs off-grid data centers, gas vs renewables, and who should pay for it all. But those debates are downstream of a bigger issue: we don’t have a system that can plan, coordinate, and build the grid for this era.show more

Hochul on Data Centers: You have these big companies come in. One company at 50 megawatts—that’s the equivalent of powering 50,000 homes, just one company. So I had to step back and say we need to pause here. We are the first in the nation to have a statewide moratorium on the issuance of permits to allow these projects to go forward. What this is going to do is allow us to have a list for local communities. If you want them to come to your community, that is a community’s choice. But here’s a whole list of things you should be asking for. I’m also demanding that if you come here, you have to provide your own power or pay a premium into our grid. You’re not going to make ratepayers pay more. You’re also going to contribute to a larger grid resiliency fund that I’m setting up with those proceeds because I need to reinforce and expand our entire grid. Also, you should not be getting tax breaks. New Yorkers pay enough. They don’t think their hard-earned taxpayer dollars should be given to you so that you can avoid paying taxes yourself while the rest of us are paying our full freight. If someone comes to New York, we want you to be successful, but others have to be successful as well. You’re not going to build your future while jeopardizing and sacrificing the future of others in a community—especially these smaller communities, where they seem to be preying on the locals and just forcing their way in the door.

Our project a full build out will span 10-13k acres 7,500 of which will be preserved. We want the people of Box Elder County to come see it themselves, the EPA air quality standards, the water permits, the noise compliance, and how the project actually operates before anything scales further.$

Mamdani: My dream is not that we hold every bad landlord accountable. My dream is that we don’t have to. My dream is that every landlord is responsive to their tenants and that every landlord is following housing code. And I know that there are many landlords who are like that. The issue, however, is that there are a number of bad landlords who have been able to operate with impunity, with no consequences for their actions. And part of what this housing plan puts forward is specifically funding to ensure that we can hold these kinds of landlords accountable, and especially the top 10 worst landlords in New York City, so that we can actually start to explore all of the tools we need to transfer ownership of those properties to people who will actually steward them safely, whether they’re a nonprofit, a community land trust, or the tenants themselves. That is how we are looking at this because, frankly, this is the law, and for too long housing code has been treated like a suggestion, not a requirement.

Mamdani: My dream is not that we hold every bad landlord accountable. My dream is that we don’t have to. My dream is that every landlord is responsive to their tenants and that every landlord is following housing code. And I know that there are many landlords who are like that. And part of what this housing plan puts forward is specifically funding to ensure that we can hold these kinds of landlords accountable, and especially the top 10 worst landlords in New York City, so that we can actually start to explore all of the tools we need to transfer ownership of those properties to people who will actually steward them safely, whether they’re a nonprofit, a community land trust, or the tenants themselves. That is how we are looking at this because, frankly, this is the law, and for too long housing code has been treated like a suggestion, not a requirement.
