For years, green groups have hailed electrification as a core climate solution. And now that we’re suddenly in the middle of historic load growth, they’re largely unprepared to meet the moment with big ideas. “We should all be embarrassed,” says Jane Flegal on this week's Open Circuit episode. For... a long time, the climate community talked about aggressive electrification and the need to expand and modernize the grid. But now that future is arriving, the response has been fragmented or defensive. Some groups have leaned into affordability. Others are debating who should pay. And there are increasing calls for data center moratoriums. But there’s been very little thinking about how to plan and build at the scale this moment actually requires. "There's kind of like a rude awakening happening now, where everyone's like, ‘what was our plan to actually build?' she says. Jane has an idea. She proposes a new kind of grid infrastructure fund to bring hyperscalers, utilities, and policymakers into tighter coordination and to use demand as leverage to invest in the grid in a way that actually serves the public. Jigar Shah and I dug into the idea with her. We are mired in debates about grid-connected vs off-grid data centers, gas vs renewables, and who should pay for it all. But those debates are downstream of a bigger issue: we don’t have a system that can plan, coordinate, and build the grid for this era.show more

Hochul on Data Centers: You have these big companies come in. One company at 50 megawatts—that’s the equivalent of powering 50,000 homes, just one company. So I had to step back and say we need to pause here. We are the first in the nation to have a statewide moratorium on the issuance of permits to allow these projects to go forward. What this is going to do is allow us to have a list for local communities. If you want them to come to your community, that is a community’s choice. But here’s a whole list of things you should be asking for. I’m also demanding that if you come here, you have to provide your own power or pay a premium into our grid. You’re not going to make ratepayers pay more. You’re also going to contribute to a larger grid resiliency fund that I’m setting up with those proceeds because I need to reinforce and expand our entire grid. Also, you should not be getting tax breaks. New Yorkers pay enough. They don’t think their hard-earned taxpayer dollars should be given to you so that you can avoid paying taxes yourself while the rest of us are paying our full freight. If someone comes to New York, we want you to be successful, but others have to be successful as well. You’re not going to build your future while jeopardizing and sacrificing the future of others in a community—especially these smaller communities, where they seem to be preying on the locals and just forcing their way in the door.

We’re starting with just 1.5 gigawatts with 1 gigawatt of net IT load a small fraction of the long-term proposal and proving the model first. And it’s not a 40,000 acre data center. Our project a full build out will span 10-13k acres 7,500 of which will be preserved. We want the people of Box Elder County to come see it themselves, the EPA air quality standards, the water permits, the noise compliance, and how the project actually operates before anything scales further.$

.Scott Nolan to Shawn Ryan: Energy Will Decide U.S.-China Race for AI and Economic Dominance "I think the next decade's going to be all about energy. Even Sam Altman from OpenAI had some recent hearing or talk where he talked about just the evolution of AI. You've got algorithms. Algorithms run on chips, but ultimately the chips need electricity. And what he said, if thinking back to this interview, the algorithms are going to get better and better and better and cheaper, and the chips will get cheaper and cheaper, but at the end of the day, you have to get the electrons, and the electrons have a fundamental price, and ultimately it's going to come down to that. I think even the AI, the AI competition between different companies in the U.S., between different countries, it's ultimately going to come back to the electricity production. Next decade, it's going to be all about power production. AI, military, if you think you need kinetics and military, that comes back to manufacturing. If you think economics, we have to have the biggest economy so that we can just have the most productive capacity, energy. Next decade is going to be all about energy, and we've stayed flat for a decade, for 15 years, we haven't done anything, more like 20 years, our grid's been pretty stagnant, and if we want U.S. leadership, it's going to have to grow. I think that's going to be the story we see, and it's going to be about solving different supply chain needs, whether it's fuel, maybe it's transformers, maybe it's transmission, all these things are going to come up. It's going to be chips. We'd have to go back to that chart and see exactly where is China today, where were they before in terms of per capita, but I think a lot of that production, the doubling of their grid relative to our grid, a lot of that's gone into manufacturing. We've shifted manufacturing from the U.S. to overseas. A lot of that's in China now, we've let them do it. A big part of that, people thought was, well, Chinese labor is much cheaper, but a lot of these processes can be automated. And so once you automate it, it just comes back to energy cost. And so China said, let's double our grid. Let's keep going. Let's work on tripling our grid, and we'll do it in the cheapest way possible because we want to win on manufacturing and get all this economic activity over here. Meanwhile, the U.S. has said, we have a bunch of regulations, which are good, and probably some that are unnecessary and have slowed us down, and so we haven't done the growth, and we've been very thoughtful about emissions, environmental impact, carbon. Meanwhile, China's doubling, tripling their grid and has done a lot of that with coal. And so we've shifted manufacturing here that would have been cleaner over there and just probably ended up net producing more carbon than we would have, more pollutants than we would have, and just kind of outsourced that. But as we know, carbon flows everywhere. If you're really worried about carbon emissions, letting China double their grid with coal and move energy-intensive manufacturing there is not actually the answer. The answer is the U.S. has to unblock building here, doing industrial activity, do it cleanly, do it with nuclear or other sources, even natural gas, half the carbon emissions of coal, and the world would be way better off. Their grid doubling hasn't just meant that everyone there has a better quality of life. I think it just means that we've taken a lot of manufacturing from here and done it over there."

Even Sam Altman from OpenAI had some recent hearing or talk where he talked about just the evolution of AI. You've got algorithms. Algorithms run on chips, but ultimately the chips need electricity. And what he said, if thinking back to this interview, the algorithms are going to get better and better and better and cheaper, and the chips will get cheaper and cheaper, but at the end of the day, you have to get the electrons, and the electrons have a fundamental price, and ultimately it's going to come down to that. I think even the AI, the AI competition between different companies in the U.S., between different countries, it's ultimately going to come back to the electricity production. Next decade, it's going to be all about power production. AI, military, if you think you need kinetics and military, that comes back to manufacturing. If you think economics, we have to have the biggest economy so that we can just have the most productive capacity, energy. Next decade is going to be all about energy, and we've stayed flat for a decade, for 15 years, we haven't done anything, more like 20 years, our grid's been pretty stagnant, and if we want U.S. leadership, it's going to have to grow. I think that's going to be the story we see, and it's going to be about solving different supply chain needs, whether it's fuel, maybe it's transformers, maybe it's transmission, all these things are going to come up. It's going to be chips. We'd have to go back to that chart and see exactly where is China today, where were they before in terms of per capita, but I think a lot of that production, the doubling of their grid relative to our grid, a lot of that's gone into manufacturing. We've shifted manufacturing from the U.S. to overseas. A lot of that's in China now, we've let them do it. A big part of that, people thought was, well, Chinese labor is much cheaper, but a lot of these processes can be automated. And so once you automate it, it just comes back to energy cost. And so China said, let's double our grid. Let's keep going. Let's work on tripling our grid, and we'll do it in the cheapest way possible because we want to win on manufacturing and get all this economic activity over here. Meanwhile, the U.S. has said, we have a bunch of regulations, which are good, and probably some that are unnecessary and have slowed us down, and so we haven't done the growth, and we've been very thoughtful about emissions, environmental impact, carbon. Meanwhile, China's doubling, tripling their grid and has done a lot of that with coal. And so we've shifted manufacturing here that would have been cleaner over there and just probably ended up net producing more carbon than we would have, more pollutants than we would have, and just kind of outsourced that. But as we know, carbon flows everywhere. If you're really worried about carbon emissions, letting China double their grid with coal and move energy-intensive manufacturing there is not actually the answer. The answer is the U.S. has to unblock building here, doing industrial activity, do it cleanly, do it with nuclear or other sources, even natural gas, half the carbon emissions of coal, and the world would be way better off. Their grid doubling hasn't just meant that everyone there has a better quality of life. I think it just means that we've taken a lot of manufacturing from here and done it over there."

And part of what this housing plan puts forward is specifically funding to ensure that we can hold these kinds of landlords accountable, and especially the top 10 worst landlords in New York City, so that we can actually start to explore all of the tools we need to transfer ownership of those properties to people who will actually steward them safely, whether they’re a nonprofit, a community land trust, or the tenants themselves. That is how we are looking at this because, frankly, this is the law, and for too long housing code has been treated like a suggestion, not a requirement.
