QUESTION: What is the relationship between section 91(2)—the term limit provision—and section 95(2)—the term length provision in the Constitution of Zimbabwe (2013)? ANSWER: Section 91(2) is the term-limit provision. It regulates the President’s tenure by limiting the length of time that he or she may hold or occupy the Presidency as a public officer to a maximum of two terms—whether consecutive or not—where three or more years’ service is deemed a full term. By contrast, section 95(2) is the term-length provision. It regulates the electoral cycle of the Presidency as an office or institution by defining a single term as five years (now proposed to be seven years under Clause 4 of the Constitution of Zimbabwe (Amendment No. 3) H.B. 1 Bill, 2026). The relationship between sections 91(2) and 95(2) is therefore as clear and straightforward as that between a truck driver and a 500 km highway: section 91(2) limits the driver, while section 95(2) defines the length of the highway. Section 91(2) caps the time any individual may occupy the Presidency; section 95(2) sets the institutional length or duration of each presidential term or electoral cycle. This one limits the President to two terms. And the two terms, the last time I checked, was a reference to time. And in this case, the section doesn’t leave us doubting or not knowing what a term is or what sort of time a term is. Because it continues to say these two terms are counted whether they follow each other or not. But most significantly, for the purpose of the limit on the President, the term limit on the President, which is provided in this section: three or more years. That’s time. You said there’s no time here. Three years is time. The length of time is three years minimum, and the maximum is more. It’s not defined here. It’s three or more years. It’s more because that is subject to what the relevant law about electoral cycles says is the electoral cycle of the institution that the President occupies”. It imposes an absolute lifetime limit: no person may complete more than two full trips along this 500 km highway, whether those trips are taken back-to-back or years apart. Any segment of 300 kilometres or more — that is, three or more years in office — counts as one complete trip. There are no partial credits or exceptions. After two full trips, the driver is permanently disqualified from driving on that highway, again. The distinction is sharp and deliberate: Section 95(2) builds the highway and determines the length of each journey. Section 91(2) limits how many times any single individual is permitted to travel it. One structures the office; the other limits the person who occupies it. Together, they form the Constitution’s twin safeguards — working in perfect harmony to keep power temporary, accountable, and subordinate to the will of the people. To conflate their distinct roles is to weaken these vital safeguards and to invite the very tyranny the Constitution was written to prevent. The Profound and Protective Meaning of “Three or More Years” in Section 91(2) of the Constitution At the heart of section 91(2) lies one of the Constitution’s most brilliant safeguards: “for the purpose of this subsection, three or more years’ service is deemed to be a full term.” The word “more” is no mere drafting flourish—it is deliberate constitutional genius. It declares that section 91(2), as the personal lifetime term-limit provision, imposes no rigid numerical ceiling. Subject to what is reasonable and justifiable in a constitutional democracy under section 95(2), service of four years, five years, six years, seven years, or even longer—once it exceeds the three-year threshold—is unequivocally deemed a complete term for the purpose of lifetime disqualification. This flexibility is not a loophole; it is a wise design that refuses to let the term-limit clause under section 91(2) become brittle or easily evaded. This open-ended “more” is anchored in section 91(2)’s harmonious relationship with section 95(2)(b), which defines the official electoral cycle of the Presidency as a permanent public institution whose five-year lifespan is inextricably intertwined with that of Parliament. Section 91(2) places an iron-clad personal disqualification on the individual; section 95(2) defines the dimensions of the highway itself. Crucially, section 95(2) is not a term-limit provision under subsections (1) and (7) of section 328. Unlike the referendum-protected personal term limit in section 91(2), it may be amended by Parliament under section 328(5) without a national referendum. This distinction is no accident; it is constitutional wisdom. It allows the institutional framework of the Presidency to evolve with the nation’s needs while the unbreakable personal lifetime bar on any single individual remains forever sacrosanct. All told, sections 91(2) and 95(2) differ in character and purpose—one limits the President, the other structures the public office or institution of the Presidency—yet they stand together as the Constitution’s twin guardians. This elegant complementarity keeps presidential power temporary, accountable, and forever subordinate to the sovereign will of the people through the institution or office of the Presidency. In June 1982, the IRGC deployed between 800 and 1,500 Revolutionary Guards to Lebanon’s Bekaa Valley. Their mission was to recruit, train, and unify Lebanese Shia militants into a single organization under Iranian ideological guidance. The organization that emerged was Hezbollah. Its 1985 founding charter pledged allegiance to Iran’s velayat-e faqih doctrine and described the Iranian regime as the “vanguard” of a global Islamic state. This is not contested history. It is documented in a declassified 1984 CIA report, in Hezbollah deputy secretary-general Naim Qassem’s own memoir, and in the charter itself. In November 2024, after a ceasefire ended the previous round of fighting, Iran sent approximately 100 IRGC officers back to Lebanon to retrain Hezbollah fighters, reorganize them into small decentralized units, and oversee a full rearmament program funded at $50 million per month, most of it from Tehran. Reuters confirmed this through six sources briefed on Hezbollah’s finances. By March 2 2026, when Hezbollah launched its first rockets into Israel in solidarity with Iran after the killing of Khamenei, the group had been rebuilt from the inside out by its creator. Since March 2, at least 1,953 people have been killed in Lebanon. Over 1.2 million have been displaced. Nine bridges over the Litani River have been systematically destroyed, isolating the south from aid, food, and medical supply. Foreign Ministry spokesperson Baghaei stated that halting the war in Lebanon is “an inseparable part” of the ceasefire framework. Ghalibaf arrived with two demands: full Lebanon ceasefire and release of frozen assets. The IRGC issued a statement affirming it has launched nothing during the ceasefire. Iran is not fighting. Hezbollah is fighting. And Iran is negotiating on behalf of the weapon it built, funded, and rebuilt while the country that weapon operates inside is being destroyed. The costs of Iran’s proxy are denominated in Lebanese casualties, Lebanese bridges, Lebanese hospitals, Lebanese displacement. The benefits of Iran’s proxy are collected in Islamabad, where the precondition buys clock time, extracts sanctions leverage, and preserves Hormuz toll revenue. Iran created Hezbollah to resist Israeli occupation of Lebanon in 1982. In 2026, Iran is using Hezbollah to resist American pressure on Iran while Lebanon absorbs the strikes that Iran’s precondition ensures will continue. Every day Iran insists on a Lebanon ceasefire as its condition for talks, Israel strikes Lebanon harder under the explicit carve-out. The precondition does not protect Lebanon. It prolongs the war in Lebanon. And the organization that was built 44 years ago to defend Lebanese sovereignty is now the mechanism by which Lebanese sovereignty is consumed.

On July 2, 2026, officers responded to a report of a gunshot near 1 South Orange Avenue. The preliminary investigation determined that an unidentified individual placed a firearm in a trash receptacle, minutes later returned to retrieve it, and accidentally discharged it, striking a building. No injuries were reported, and no one was threatened during the incident. OPD's Crime Center later located the individual in a downtown parking garage, where officers attempted to make contact. The individual fled. However, the firearm was later recovered nearby and placed into evidence. Investigators determined that the gun was stolen. During the investigation, detectives reviewed surveillance video, collected evidence, and followed numerous investigative leads. Detectives also learned that officers had made contact with the same individual earlier that evening at the Grand Bohemian Hotel, where he was issued a trespass warning and directed to leave the property. Information obtained during that earlier encounter, combined with the ongoing investigation, enabled detectives to identify the suspect as Justice S. Fletcher. On July 6, 2026, Fletcher was arrested by the Pinellas County Sheriff's Office on unrelated charges and on the outstanding warrant obtained by the Orlando Police Department. After several months of planning and selling all he had in England, my brother came back home and started farming on his 10 hectares of land: putting up a borehole, installing solar energy, started poultry, piggery and cattle fattening and a horticulture project. We should never under-value our rural farms and travel to go work in distant lands. Our future is in developing our rural land and turn it into highly productive farms. Toronto parking enforcement facing backlash after alleged time theft exposed: David Menzies There oughta be a law! Toronto’s meter maids are ripping off taxpayers for $6 million/year! And after our expose, it’s business as usual! Rebel News recently returned to the scene of the crime. But there’s a twist to this true crime story: the criminals aren’t gangbangers, but rather, members of law enforcement! Astute viewers of Rebel News might recall that earlier this month we paid a visit to the headquarters for the central division of Toronto Parking Enforcement in north Toronto. The reason for our house call: we were told by an insider that parking enforcement officers were engaging in time theft. Which is to say, they are supposed to work 10 hours per shift, but they are only putting in eight hours (or less.) Teaming up with Jay Bannister of Mad Lab Press, we were able to document that morning shift starting duty at 6 a.m. They are supposed to be working until 4 p.m. But no: at around 1:30 p.m., the meter maids began returning to HQ. This time banditry works out to almost $6 million in theft. Our insiders say it has been going on for years now, meaning the City of Toronto (a.k.a., the taxpayer) has been hoodwinked for tens of millions of dollars! And yes, we caught them red-handed coming back to HQ early, surely yet another P.R. black eye for the Toronto Police Operations. So, what happened in the aftermath? You’re not going to believe it… According to our sources, the police brass conducted no fewer than six “emergency meetings” after our story aired. But get this: the focus of the meetings wasn’t to put an end the time-theft. Rather, the brass was hellbent on finding out who leaked the information to Rebel News! As a result, we were told, every officer on duty that shift was interrogated. But think of the logic here. There are some 400 parking enforcement officers working at three separate divisions. What makes the head honchos think that our source was someone at this particular division working this particular morning shift? Seriously, who’s running the cop shop in Hogtown these days: Sherlock Holmes or Inspector Clouseau? Reaching out to the TPS would be like going to the Godfather to complain about mafia activity in the neighbourhood. Secondly, it’s a moot point. As we explained to Melanie, the Toronto Police will NOT respond to media requests from Rebel News. (They much prefer to deal with the trained seals in the mainstream media.) It’s a classic Catch-22. And sure enough, it was indeed business as usual last Tuesday afternoon. 🚨 EXCLUSIVE, pt 2—Tucker Carlson claims his "Israelism" is about the Israeli govt, not Jews. Then why did Tucker rage-bait against Jews with an overt, Holocaust-related lie? Tucker claimed that at the Holocaust Remembrance event at the US Capitol, "there was no mention" of the U.S. soldiers who defeated the Nazis and liberated the concentration camps. But not only did the event "mention" these incredible American soldiers, including the 250,000 men who gave all, but the opening remarks STARTED by praising them. There were also numerous other instances honoring the memory of American servicemen. The keynote speech, in fact, was given by the great-grandson of Dwight Eisenhower, who led allied forces as they defeated the Nazis in 1945. All of this can be found in YouTube videos of the event. Just one person from Tucker's sizable staff could have found all of this in under 10 minutes. Here's the beginning of the opening speech, by the Director of the US Holocaust Museum, Sara Bloomfield: "Welcome to the 2026 Days of Remembrance commemoration. Today, as we pay tribute to all the Americans who fought in World War II, I want to single out Roddie Edmonds of Tennessee, a 25-year-old master sergeant in the 106th Infantry Division. He was captured in the Battle of the Bulge and sent to Stalag IX-A." Also, attending the event were surviving U.S. soldiers and family members of WWII servicemen. And Holocaust Museum Chairman Jeff Miller remarked, "This year, as our nation approaches the 250th anniversary of its founding, we remember those who fought to defeat tyranny and the leadership that made victory possible. We remember the soldiers who liberated the camps." But, of course, that didn't stop Tucker from lying. After playing a clip showing a candle lighting by a uniformed member of the Old Guard, Third Infantry Regiment, Tucker snarked, "What are we remembering here? And we do have a sense that it’s we’re not remembering the American soldiers who liberated Dachau, for example. We’re not remembering the quarter million American men" who fought the Nazis. Most importantly, this gives lie to the myth — pushed by Megyn Kelly and others — that Tucker is only criticizing "Israel." Crucially, it exposes the real purpose and motivation for Tucker dedicating a full hour to create a new trope called "Israelism." After all, why else would he make a central component of his rant intentionally lying about a Holocaust event? It was organized by the U.S. Holocaust Memorial Museum, and its speakers were Americans.
