Suggested a name change to Reservation Reform Movement. With a Manifesto 🇮🇳 This is not a call to end reservation. It is a call to discuss reforms that make the system fairer, more transparent and more effective. ✅ Introduce a creamy layer in SC/ST reservation so the benefits reach the most disadvantaged families. ✅ No reservation below a minimum qualifying benchmark. ✅ Reservation should be available only once for OBC and twice for SC/ST across UG, PG, PhD and Government Jobs. ✅ Reserved category candidates should continue under the reserved category and not occupy general category seats. ✅ Review the reservation percentage. If SC/ST/OBC reservation is reduced after due review, the released percentage should be reallocated to EWS and Persons with Disabilities (PwD). ✅ Publish a nationwide reservation review every 10 years and make the findings public. ✅ Improve government schools, colleges and public education infrastructure. ✅ Only public funding. No external funding. ✅ Keep the movement peaceful and non-political. The only slogans should be Jai Hind, Jai Bharat and Bharat Mata Ki Jai. Many say they are the product of bad parenting, but they forget that their parents are also products of the same education system. The British designed it in 1835 to destroy our reasoning abilities and turn us into obedient slaves. Muslim scholars realised this and established their parallel education system. Congress carried it forward after 1947 but allowed Muslims to continue running their parallel education system. BJP has also been carrying forward the same education system since 2014. Though we are also products of the same education system, we were lucky. At that time there was no social media, so we got plenty of time to spend with family, community, elders, and grandparents. But GenZ are not lucky. First, the education system has become more woke. Then came CIA-controlled social media and OTT platforms. BJP got 12 years to correct this education system. My zero hour speech in Parliament today on Manipulated Roaster system followed by DOPT to suppress marginalised communities from entering mainstream positions such as heads of organizations and secretaries of the department. ****************************************** Thank you, Deputy Chairman Sir. There is deliberate tinkering of the Department of Personnel and Training reservation roster system used in public employment within the Union Government and its agencies. This manipulation has systematically deprived Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) of their rightful representation in public employment and also to head the Government organisations. Reservation was introduced as an instrument of social justice to ensure fair representation for historically marginalized communities, and the reservation roster is a crucial component in implementing this policy. However, the reservation roster, as outlined in the Department of Personnel & Training (DoPT) Office Memorandum dated 2.7.1997, is fundamentally flawed. The issues continued with the subsequent memorandum dated January 31, 2019. These anomalies have resulted in the wrongful excess allocation of posts to Unreserved (UR) candidates at the expense of reserved categories. For example, according to the 2019 memorandum: - In the 13-point model roster, 9 out of 13 posts (including 1 EWS) are assigned to Unreserved candidates instead of the rightful 6—an unjust gain of 3 additional posts. - In Departments/organizations with only 2 sanctioned posts, both positions are assigned to Unreserved candidates, completely eliminating representation for reserved candidates. - In a cadre strength of 6, five positions are allocated to Unreserved candidates instead of the appropriate 3. - In small cadres (with less than 10 posts):- 70% of posts in a cadre of 10 are assigned to Unreserved candidates instead of the correct 50.5%. - 83% of posts in a cadre of 6 are assigned to Unreserved candidates instead of the correct 50.5%. - 100% of posts in a cadre of 3 are assigned to Unreserved candidates, completely eliminating reservation. These data’s furnished by me are not mere statistical discrepancies; they are systematic efforts to eliminate reserved candidates and favor Unreserved candidates, which constitutes a direct violation of the constitutional mandate for social justice. The first roster point, which carries significant importance, has been exclusively assigned to Unreserved candidates across all government institutions, leading to a deliberate distortion that ensures SC, ST, and OBC candidates are denied fair representation in Group ‘A’ and ‘B’ posts. Sir, to perpetuate an error is a sin, but to correct it is an administrative duty. The existing roster system represents a structured deception designed to suppress the rightful opportunities of marginalized communities, preventing them from entering mainstream positions such as heads of organizations and secretaries of the department. This constitutes a constitutional betrayal and an ongoing injustice that has persisted for decades. I urge the Hon’ble Prime Minister of India and Hon’ble Minister of State for Personal Pensions and Public Grievances to take immediate action to end this rigged reservation system and form a high-level committee with a retired supreme court judge from the disadvantage communities as Chairperson along with members ensuring proportionate representation from SC,ST, OBC and Unreserved categories to investigate the scam and devise a fair roster system. This committee should identify the total losses suffered by reserved categories since 1997 in public employment, recommend measures to compensate for these losses through additional recruitment drives, and propose solutions to ensure that SC, ST, and OBC candidates have fair and equal opportunities to lead government organizations atleast in future. Now, the minister has blamed everybody except himself. I don't think he understands the fundamentals of what's going on here. The issue is that there are millions of students in this country who are extremely concerned about what is going on and who are convinced that the Indian examination system is a fraud. Millions of people believe that if you're rich, you can buy the Indian examination system, and this is the same feeling we as the Opposition have. You need to have a good education system, and I believe that 👉 Education should not be extremely expensive. 👉 Education should not be fully privatised. There can be private schools and colleges, but there is a role for good-quality government education, and for that, the government has to put money into the budget for education. So that’s the first thing. The second thing is that you have to create an atmosphere where jobs are being generated - not just jobs in the service industry and the IT industry, but also jobs in manufacturing and small and medium industries - so that they can help in the development of the country and young boys and girls can get jobs here.
