Among all the European nations that have already joined the European Union or see such a prospect for themselves, Ukraine is the one making the greatest sacrifices for Europe. We are not simply carrying out internal reforms, nor are we simply going through a transformation. We are fighting for our state, for our independence, and for our right to choose our own path and to be Europe. And this right of ours is at the same time the right of every nation in our region. We are fighting for our freedom and theirs, for Europe for ourselves and for them – for the Baltic states and for Poland, for Hungary and Slovakia, for Romania and Moldova, and for the peoples of the Caucasus. That is why the fate of Europe is being decided here – it is being decided in Ukraine, in this war, and in how this war ends – and whether Russia will still have the strength and the desire after this war to threaten the existence of Ukraine and its other neighbors, and the entirety of Europe. Today, German Defense Minister Boris Pistorius is visiting Ukraine for the seventh time. Thank you for supporting our state and for all of Germany’s assistance since the beginning of Russia’s full-scale aggression – more than EUR 28.6 billion over this period. This is a significant strengthening of our defense. We discussed the development of joint defense production. We can already count on six projects. Ukraine’s proposal to work with Germany in the Drone Deal format is also on the table. We expect that we will be able to make this happen. We also value our agreements on strengthening Ukraine’s air defense, which were signed in April. This is important for protecting our energy infrastructure. Europe must be self-sufficient in defending against any threats, especially ballistic ones. We discussed how we can move forward in this direction. Special attention was given to the diplomatic process for achieving peace and to Europe’s place in it. A lot depends on Europe, both in the peace process and in the reconstruction of our country.

Today, together with the Secretary General of the Council of Europe, Alain Berset, we signed the Agreement on the Establishment of the Special Tribunal for the Crime of Aggression against Ukraine. Today’s Agreement and this Tribunal give us a real chance to ensure justice for the crime of aggression. We must send a clear message: aggression leads to punishment. And we must do this together — as all of Europe. The Hague is waiting for those responsible. There must be accountability. We are grateful to the Council of Europe for taking the lead in this process. Justice will certainly be restored.
