Throughout the day, we held various meetings to prepare our Ukrainian Victory Plan. Each point is filled with real substance—military, political, diplomatic, and economic. Key figures for every area have been involved. The necessary steps for Ukraine are already clearly defined. These steps will give us the strongest possible positions to bring about peace—a real and just peace. For every step, we have a clear list of actions—what exactly is needed and what will strengthen our efforts. There is nothing impossible in this plan. Over 90% of it is already laid out. This comprehensive package will ensure the right development of the situation not only for Ukraine but for everyone around the world who values international law. Next week, we will present our Victory Plan to our allies. I am grateful to everyone in the world who stands with Ukraine and helps us defend life.

Today, we have another new signature under the Peace Summit communiqué – Botswana has joined – and this is important as a signal to everyone in the world that we are expanding, no matter how difficult it may be, the circle of our partners – and thus the partners of peace for Ukraine and everyone in the world who respects international law. Additionally, these days negotiations are ongoing with participants of our working groups regarding the points of the Peace Formula – negotiations about how and when we will fill the implementation of the points of the Peace Formula with the necessary substance. Our unwavering goal is to prepare a real foundation for a just end to this war already this year. And it is possible.

We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. European leaders will hear how we need to strengthen our positions to end this war justly. I am thankful to Charles Michel, President of the European Council, for Ukraine’s invitation. Meetings in the European Parliament are also planned – with President Roberta Metsola and the heads of political groups. I will also meet with NATO Secretary General Mark Rutte, and we are preparing for the “Ukraine-NATO” Council meeting at the defense ministers’ level. Our priority remains securing more protection for Ukraine ahead of the winter.

And Europe must work more closely with America and other global partners on energy resources, not with Russia. Today, I met with the delegation of the international parliamentary network United for Ukraine. I thanked them for their consistent political support of our country. This is very important now, during the war, and it will be no less important afterward. We all want a just and lasting peace. We discussed the future of Ukraine, security guarantees, and the outcomes of the meetings in Washington. Separately, we also focused on how frozen Russian assets can be used for Ukraine’s recovery. A united voice and a common position in Europe are of particular importance. I am grateful to the parliamentarians for their support and shared vision that Ukraine must be part of the European Union.

We are now preparing for new diplomatic steps together with our partners in Europe and, importantly, in the United States. In fact, we are in contact almost daily with everyone who can make diplomacy meaningful. As of now, there is no clear information about what exactly the Russians plan to bring to Istanbul. We don’t have it, Türkiye doesn’t have it, and neither do the United States or other partners. And at this point, it looks far from serious. We discussed this yesterday with President Erdoğan. Of course, everyone in the world wants diplomacy to work and for an actual ceasefire to take place. Everyone wants Russia to stop playing games with diplomacy and end the war. Everyone wants a serious peace – and Russia must agree to that. That should be the agenda of the meetings. We have already presented our agenda. And we hope the American side will be decisive on the issue of sanctions – to help bring peace closer.
