How Deep Does Duggan’s Poisoned Dirt Scandal Go? The city council voted to uphold the suspension of a disgraced demo contractor, revealing that the city might be more poisoned than Flint By Charlie LeDuff Charlie LeDuff Detroit — Our municipal novella—“Guess Who’s Ruining Dinner”—has become a real shovel turner. The Plot: Change has come to Detroit City Hall. The current mayor is running for governor. The current council president was elected as the next mayor. And a horde of hacks and cronies is lining up for jobs and handouts. Everybody was supposed to feast. Except the supper party was ruined by a character named Brian McKinney, a notorious demolition contractor accused of poisoning the city with toxic soil.  The Leading Man: McKinney is a murky character who matriculated at state prison only to become Mayor Mike Duggan’s go-to minority contractor after Duggan’s hand-picked white contractors got ensnared in a federal bid-rigging and price-fixing scandal. The Leading Lady: McKinney went on to become the part-time love interest of Councilwoman Sheffield. The two vacationed together at the Four Seasons Miami. Sheffield voted to award her paramour millions of dollars in demolition contracts. And he, in turn, was named a board director at the Detroit Institute of Arts. The Back Story: McKinney grew fabulously wealthy under Duggan’s umbra, getting at least $65 million in contracts. With influence stretching from Duggan’s executive suite to Sheffield’s hotel suite, McKinney was untouchable. He rotated in high society, often photographed in black tails and bow ties. He was, in short, Detroit’l Sidney Port-a-John. That is, until McKinney was accused of dumping the contaminated remains of the old Northland Mall into holes in the city. He charged the city for clean dirt and pocketed the difference, the allegation goes.  It’s so bad that 60% of his holes tested were found to be so toxic that they aren’t safe for human contact. In Flint, people couldn’t drink the water, but they could at least bathe in it. In Detroit, children can’t even touch the dirt. The city’s inspector general temporarily banned McKinney and his company from work pending its final report. The Scene: The City Council on Tuesday convened a special appellate session where McKinney’s three lawyers pleaded with them to keep the champagne spigot flowing. McKinney was a no-show, as was outgoing Mayor Mike Duggan. Council President Mary Sheffield came but curiously refused to recuse herself on ethical grounds. Those in the overflowing gallery included an angry group of contractors who claimed McKinney had stiffed them on millions of dollars in work. “We talked three years ago that the demolition process was a disaster,” Arthur Edge, retired supervisor of demolition, told the city council. “And he (McKinney) was made the mayor’s poster child.”  McKinney’s lawyers argued that the city approved the offensive soil, and so the mass poisoning wasn’t McKinney’s fault at all. It was the city’s. Councilman Coleman A. Young II, whose portrait you will not find hanging in the Genius Hall of Fame, may have put it best: “I can smell the lawsuits from here!” The Resolution: The council voted 9-0 to uphold the suspension of Sidney Port-A-John, casting a cloud over Sheffield’s administration, seven weeks before she was even sworn in. The gubernatorial hopes of Duggan are starting to sink like a cement dirigible. The Cliffhanger: McKinney filled thousands of holes. Other contractors filled tens of thousands more. How much might it cost to fix them if the city really looks into things? $2 million… $20 million… $200 million? Would the city go broke? Might Detroit be more poisoned than Flint? Which begs the question. Can it be called environmental racism if both the perpetrator and the victims are African-American? “The only thing black and white in all of this,” said former City Councilman Roy McAllister “is the black numbers on the white paper.”

It would be great if the chair of Transparency International, Anne Tolley, had to answer questions about transactions which have contributed to local rate increases. In my honest opinion, decision-making under the tenure of the commissioners has raised concerns. For example, public land was sold below market value on terms favourable to buyers over broader interests of ratepayers. In contrast, private land was purchased above or at market value often with favourable terms to the seller, raising questions about the cost and value to ratepayers. I made this LGOIMA request this morning stemming from the Council's Public Meeting. I would like to thank the new Council and the mayor for being far more transparent than the former unelected (but selected) Commissioners: Hi The Local Government Act 2002 promotes transparency, accountability, and democratic local government. The Auditor General stated in 2021 that: “Public accountability is about public organisations demonstrating to Parliament and the public their competence, reliability, and honesty in their use of public money and other public resources” Accordingly, I am making a request under the Local Government Official Information and Meetings Act 1987 (“LGOIMA”) regarding the property at 160 to 176 Devonport Road, Tauranga (“the Property”). Second Valuation At the Council’s public meeting on 3 March 2025 (“March Council Meeting”), the Mayor stated in regard to the Property that: “The thing that disappoints me … but it is that it is another example where we have paid towards the top of the range of what we could have paid. You know, I think, we have heard today that potentially HOBEC [Holland Beckett Lawyers] pulled out of it cos it wasn’t economic to do a development and, its, again we have underestimated the asbestos costs of removing a building. Potentially we have underestimated the geotech issues we are going to have with the site. We have been through this with 90 Devonport Road where we sold an asset for a similar value and had to reduce it to make it work. Yet we have decided to pay the $10,000,000.00 and I am sure we are not going to get back from the vendors the extra to make this work financially. So, I get we bought this as a strategic asset, but we need to look at our processes more. We need to do our due diligence properly and we need to start paying market values for properties not above and I know we have one valuation that justifies this cost but the other one doesn’t back that up. I think that going forward that value for money piece is that we need to get a bit smarter with some of these transactions that we do”. At a public meeting earlier this week, a ratepayer asked the mayor about the second valuation. I understand that the mayor allegedly stated that the second valuation came in around $8.6 million to the early $9millions. This raises question given the Council confirmed in a LGOIMA response to me dated 19 September 2024 (“September LGOMIA”) that: 1) The Council paid $10 million for the Property and spent a further $1.53 million in demolition and development costs for 100 open air carparks; and 2) The gross annual debt funding cost for the Property (land and development) was $556,000 as at the date of the LGOIMA response. The Council’s December 2022 Agenda states that: “…5. The properties are earmarked for commercial/mixed use redevelopment in Priority One’s CBD blueprint, which forms part of Council’s City Centre Action and Investment Plan. 6. With this property becoming available, staff have identified several facets of the Strategic Acquisition Fund which does not enable it to be used efficiently for acquisitions of this nature. Staff will review this policy, to enable it to be used more strategically and flexibly, while still retaining appropriate checks and balances.” Visual Barriers for Carparks By way of summary, Council staff and Councillors stated at the March Council Meeting that $10 million of public funds were used to purchase the Property; where existing retail and offices were demolished which resulted in lost rental and rates and increased debt. That 100 “visible carparks” were established based on “anecdotal demand” (on the fringe of the CBD) after a more central carpark around the Central Precinct Development was closed by the Council around the same time. In addition, the Council is losing money on the carpark. A Councillor asked: “ … was it of a mindset that the Commissioners did this without evidence or did the staff actually present them with the evidence, and did they override it?” A Council staff member responded, that while he was not employed by the Council at that time, he understood that: “Yes, Elizabeth Street [existing carpark close to the Property] always has plenty of … or pretty much always has plenty of capacity. However, there is and we have done some work and currently doing some work to remove that visual barrier of a going to use a parking building” LGOIMA Request I request the following information: 1)The second valuation for the Property; 2) An unredacted copy of the Telfer Valuation dated December 2022; 3)The financial loss for the carpark broken down into calendar months since the carpark opened in September 2024; 4)All information concerning the “anecdotal demand” to develop a carpark on the Property; 5)The previous work that the Council undertook concerning removing a visual barrier for carparking buildings; 6)The cost of the work noted at point 5; 7)The current work that the Council is undertaking concerning the removal of visual barriers for carparking buildings; 8) The cost of the work noted at point 7; 9) All information concerning the “geotech issues” for the Property; and 10) All information about the Council review of the Strategic Acquisition Fund following the meeting in December 2022. While I understand that the Council has 20 working days to provide the second valuation to me, I would appreciate it if the document was sent sooner given that the mayor has made reference to the document and its contents at public meetings. I am happy to wait for the full statutory time period for the remainder of the information (if such time is required by the Council). In regards to another matter, I request that the information provided to me in my privacy request be unredacted to avoid having to take this matter to the Privacy Commissioner and Ombudsman. In 1963, New York City committed what one critic called an act of vandalism against its own soul. It tore down the most beautiful building it had ever built, and it has regretted it every day since. The building was Pennsylvania Station, and for half a century it was one of the great rooms of the world... It opened in 1910, designed by the architects McKim, Mead & White, and it covered eight acres in the heart of Manhattan. Its main waiting room was modeled on the Baths of Caracalla in ancient Rome, with ceilings that rose 150 feet into the air. Sunlight poured down through vast steel-and-glass canopies onto the concourse below. To step off a train and walk up into that light was, for millions of arriving travelers, the moment New York announced itself. A historian, Vincent Scully, famously wrote that, through it, one entered the city like a god. One scuttles in now like a rat... Because in 1963, the railroad, losing money and sitting on immensely valuable land, sold the air rights above the station. The great building was condemned. Wave by wave, the pink granite columns were pulled down and dumped in a New Jersey swamp, and a low, windowless complex of Madison Square Garden and an office tower was built on top of the surviving tracks. There was no law to stop it. At the time, nothing in New York protected a historic building from destruction, however beloved. Leading architects stood outside in protest as the demolition began. It made no difference... But something came out of the loss. The destruction of Penn Station horrified the public so deeply that it gave birth to the modern preservation movement in America. New York passed its landmarks law in 1965, and that law would later save Grand Central Terminal from the very same fate. In a way, Penn Station became more powerful in death than it had ever been in life. It’s really true that we never truly know what we have until we lose it... the columns of Penn Station could not be saved. But every landmark that still stands in New York today stands partly because of what their loss awakened in the people who watched them fall. Ada Louise Huxtable, the first architecture critic of The New York Times, wrote of the demolition in 1963: "The tragedy is that our own times not only could not produce such a building, but cannot even maintain it." Covering nearly 1,200 miles beneath the Arabian Sea, this engineering marvel aims to combine speed, luxury, and scenic immersion. With a projected travel speed between 600 and 1,000 kilometers per hour, the journey promises to outpace flights, offering a smoother, more visually captivating experience. “This is not just about transport, but an immersive experience,” said Dr. Ahmed Al Hariri, who leads the UAE’s National Advisor Bureau. The train, initially floated as an idea in 2018, is no longer a mere concept. Now actively pursued, it blends utility with spectacle. Panoramic windows lining the tunnel will allow travelers to witness the vibrant underwater world while racing beneath the waves. With both countries looking to expand trade and tourism, the project is more than a marvel—it’s a strategic bridge between two thriving regions. Beyond Transit: Trade, Tourism, and Rivalry This high-speed rail isn’t solely about moving people across borders. It’s designed to serve dual purposes—transporting goods such as freshwater from India to the UAE and oil in the reverse direction. Dubai sees it as a way to deepen trade partnerships with India while also redefining what tourism can be. As the UAE pushes ahead, the project has stirred comparisons with Saudi Arabia’s $1 trillion NEOM city initiative. Both Gulf nations are competing to lead the region’s next wave of futuristic infrastructure. If Dubai completes this undersea route before NEOM opens its doors, it could gain a symbolic edge. Sara Ahmed, a travel blogger based in Dubai, emphasized the project’s allure: “The underwater train isn’t just about getting from point A to B. It’s about relishing the wonders of the marine world.” The rivalry isn’t just about spectacle. Both countries aim to become global symbols of innovation. While Saudi Arabia builds artificial islands and futuristic skylines, the UAE is diving into the ocean to carve out its legacy. The Technical Mountain Ahead Building such a colossal structure beneath the sea comes with significant engineering and financial challenges. The train would need to withstand intense water pressure, ensure passenger safety at high speeds, and deliver reliability over thousands of trips. There are also psychological barriers to overcome—some people may feel claustrophobic or uneasy traveling deep underwater. Rajesh Verma, a businessman in Mumbai, expressed caution: “I’ve always been wary of the ocean’s depths. As much as I love the idea, I’ll likely stick to conventional modes of transport.” For many, it’s not just about the technology, but the comfort of knowing it works without flaws. Still, the financial commitment is not the UAE’s greatest concern. With deep pockets and a track record of delivering iconic projects—from the world’s tallest skyscraper to the man-made Palm Islands—Dubai’s leaders are more focused on technological feasibility than on cost. Experts estimate the project could cost several billion dollars, depending on materials, design, and the tunnel’s complexity. Initial reports suggest the use of transparent materials instead of traditional opaque bricks, creating a unique window into the marine ecosystem. That vision aligns with the broader goal of crafting an unforgettable travel experience rather than just a faster commute. A Journey Like No Other If completed, the Dubai-Mumbai train will dwarf the Channel Tunnel between England and France in both scale and ambition. While the Channel Tunnel spans just 35 miles and runs at modest speeds of 70 miles per hour, this new project plans to stretch over 1,200 miles and operate at speeds ten times faster. Passengers will not just travel—they will encounter an oceanic world through the train’s clear walls. The experience could easily find a place on travelers’ bucket lists. My today's speech on China "the three province of Jiming" conference to motivate Chinese pioneers to attend Oct. 13th, big Conference. 🔥🔥🔥 Dear GCV Ambassadors and Pioneers of the Three Provinces of Yunnan, Guizhou, and Sichuan in China, I am currently in Toronto, Canada greeting all of you. I am very pleased to see a total of 14 GCV Ambassadors from the three provinces of Yunnan, Guizhou, and Sichuan at national, provincial, and municipal levels gathered at the scenic spot of the three provinces of Jiming . This location holds historical significance as it was a milestone place after the Red Army's Long March and marks a new starting point on the Long March route. Today, GCV Ambassadors and Pioneers from Yunnan, Guizhou, and Sichuan Provinces are here to help promote Oct. 13th, Chininese Community Open Mainnet Ecological Conference, which is a historic turning point for the Pi Network community in China. I believe that this conference is also a new starting point for China community to lead the global community. I would like to express my gratitude to Mr. Liang Shi, the Chief Ambassador of China, Mr. Daniel, the commander-in-chief of the conference, and all the organizing committee members and pioneer volunteers who participated in the conference.
