The objection by the representative of India to Pakistan's mention of Jammu and Kashmir in the Arria Formula meeting was not surprising to us. India, as a party to the Jammu and Kashmir dispute, has actually refused to implement the Security Council resolutions on this dispute, and has even refused to cooperate with the United Nations, including the good offices of the Secretary-General, and with all those mechanisms that form part of Chapter VI. As I stated in my statement, Kashmir is an international dispute. It is on the agenda of the Security Council. It was never a part of India, and it is not, and cannot be, part of India — because this was the core question at the heart of these Security Council resolutions on Jammu and Kashmir. The purpose was to determine the status of this territory: whether it wishes to be part of India or Pakistan. That status has not yet been determined, because the resolutions have not been implemented. To assert that Kashmir is a part of India is, in fact, itself a violation of the relevant Security Council resolutions. The reality of Shaukat Mir and the banned party's Joint Awami Action Committee has been exposed. He wants Pakistan to do exactly the same thing India did through Article 370 and strip away the rights of the people of Indian-occupied Jammu & Kashmir. The people and Government of Pakistan will never do that and will never forget the real Kashmir cause. Remember, AJK is free, while India continues to oppress Kashmiris and wants Pakistan to stop speaking about human rights violations in Indian-occupied Jammu & Kashmir. Shaukat Mir is not acting in the interests of Kashmiris. If anyone wants to remove the 12 seats or challenge any constitutional matter, they should pursue it through legal and democratic channels.

The global referendum being organized by SFJ is a significant effort to highlight and advocate through peaceful and democratic means, their demand for a sovereign homeland Khalistan in the Indian Governed region of Punjab. We firmly believe that Pakistan’s leadership at the Security Council can pave the way for constructive dialogue and meaningful resolutions that uphold the right of all peoples to determine their own destiny and political future of their homeland. Pakistan’s support for Sikh people’s movement to achieve Khalistan through Referendum, will further strengthen Pakistan’s longstanding stance of right to self-determination for the people of Kashmir through a UN backed plebiscite.
