I think it makes sense for larger parks that are more curated, like Golden Gate. Although the pollard trees in my suburban neighborhood just look sad and never looks like the new growth comes back in the warmer months.

Here in Melbourne, we have plane trees cut like this. Some in gardens, others that are under power lines.

Yes, I have! I used to look at the trees at Civic Center Plaza and think to myself, "What in Godzilla's name have they done to those poor trees?!" 👀 To my (much) younger self, it seemed barbaric, but I figured they were in the hands of professionals. Thanks, now I know why!
