I've been on the Tokyo subway, it was absolutely nut to butt. It was scary how many people were there. One of my biggest fears is being caught in a human stampede and that kind of density of people sent me into a mini panic. I also witnessed arguments about seating. Not perfect.

I want to add (post 2) that I agree that as far as using out tax dollars towards improvments on quality of life issues should be priority but that includes tough on crime laws, as well as some other laws to implement so there would be safer, cleaner streets and all that.
