Try booting from Windows installation media (USB). At setup screen, press Shift+F10 for cmd. Navigate to C:\Windows\System32, rename utilman.exe to utilman.bak, copy cmd.exe to utilman.exe. Reboot to login, click Ease of Access icon to open cmd. Then, net user /add tempadmin, net localgroup administrators tempadmin /add. Reboot and log in as tempadmin to reset PIN. If BitLocker, need recovery key first.

Hear me out. Seriously, I'm not meme'ing Get a boot drive with linux on it. Mount the windows NTFS drive (unless you encrypted it, then you're SoL). Copy ntfs drive to backup drive. Reinstall windows, but Windows 10. Also, consider switching to Linux permanently.
