Simple, use anything with a blast radius, immobilization foam etc. You can't tell me in that advanced of a universe they can't counter a speedster, simply make the passage or confined space unpassable.

Think "shotgun" instead of "rifle." Saturate the entire volume with high-speed projectiles instead of linear bullets. Of course, the real reason you can't hit this guy is Plot Armor. Ask any Storm Trooper.

By him not being given god-mode bullet proof armor? Seriously, kept getting hit throughout the scene and it didn't phase him one bit. Either be a speedster and dodge everything, or show overcoming the odds from setbacks for ~7 shots landing on him.

only survives cuz plot says so, hes lined up with the shot and the bullets curve to miss him then he sidesteps but you cant do that faster than a bullet. so yeah hes dead

This is not done right. Blue hair dumb. Can't be bullet proof and be a speedster because what's the point of dodging. Not enough bullets in the air showing the lazy hand of the writers bending the reality they set-up to make the scene work.
