I am not sure but as I know it, this is only the rustproof. When you paint like this, you get different thickness which is not high quality. They paint with spraypaint to get the finish you want.

That initial dipping is for the Ecoat (Electrocoat) used to add a very thin layer for rust inhibiting. The actual process is usually about 9 baths along that process with the last been a rinse - as the Ecoat is applied electrically and any excess is recovered before backing. The initial dipping is degreasing including a phosphate dip.
