She believes Beijing is acting like a quiet monitor, watching how Russia adjusts its message toward Washington and making sure nothing shifts without China seeing it first. Stefanishyna points out that China backed Russia from the beginning with parts, cash, and investment, and now wants to stay close in case Putin changes the narrative for the Americans. In her view, China is protecting its own strategic position more than anything else. "China has its own dialogue with Russia, with the U.S., and with European allies. It makes perfect sense that the Chinese representative is in Moscow at the same time as the American delegation. When the full scale invasion started, it was China who backed Russia with components, financial flows, and investments. Putin and Xi Jinping sealed this thousand year historical partnership."
