Simply don't chain it down properly. I didn't see any broken chains at all, there should be some remnants hanging off the sides or something as that's where they are hooked. As gradual a stop as he made, likely not secured at all, utterly reckless and irresponsible.

Could be that driver was relying on others to secure the load and miscommunication or dereliction on that front contributed, but driver should double check anyone's work even his own. Haste and/or negligence can kill
