People underestimate toon force, in Gear 5 Luffy is on the level of a gag character, making him more powerful than anyone who doesn't have a means to fight gag characters

I like one piece more than Naruto. The toon foon force effects for Luffy are definitely overrated in terms of vs battles and the scaling is just lower than the Naruto top tiers. Naruto wins
