2 years to get through all the regulatory paperwork, 1 year to bribe city officials, another year to find the construction company that will give the biggest kick-backs, 6 months waiting for final approval paperwork and another year for construction would be my estimate.

Not as long as if it were Montreal. Toronto is way more efficient than Montreal.

It takes Toronto 3 months just to top up that missing 1 inch of asphalt after digging in the same spot for 2years
