Нthat’s not what happened. They built Seattle on the shore not realizing it had a 100 year flood plain. It started to rise after 70-80 years and the entire coastal portion would flood so they leveled the hill and virtually buried the first floors of all buildings. You can go there and take the tour. Underground Seattle 👍
