Titanium does that. It forms a transparent oxide in an electric current. The oxide looks colored for the same reason an oil film on a puddle does. As the thickness increases, reflections from the top of the oxide layer and the bottom interfere in such a way as to filter out different wavelengths of light and emphasize others. Aluminum will do it too, but titanium is prettier.

Simple anodizing in an electrolyte bath. Different voltages produce different colored oxide layers on the titanium.

Coloring Titanium through a surface oxidation, you connect the piece you want to color to the positive side of a variable dc power supply, negative to the cathode in the electrolyte solution (distilled water and TSP works great) and you dip it in the solution while applying the voltage. Different voltages produce different colors. Works excellent

Years ago I raced RC cars that had a few titanium parts. I would anodized them like this with a few 9 volt batteries and some simple green cleaner.

It creates a thin layer of a different metal on top of the part. The color is a result of how thick the layer is, which then reflects a narrow wavelength of light. The longer it's in the solution, the thicker it gets.

Nice clean, colorful rust. This was done to the bone screws that might be in your body right now. Medical Instrument Manufacturers will color coat the screws so the surgeon can associate the screw color with the size.

One cool thing about the color in anodized metals, is that it's an appearance that isn't repeated in any other material. That is, color overlaid on the sea of electrons which gives metal shiny/brilliant qualities, something paint or color in molecular solids can't replicate.

The color of the plating is mainly driven by the voltage. From what I read, you need about 24V for this blue color. You don't need much power.
