Why on God’s earth do you want a wallpaper over a floor? Surely the name wallpaper gives it away for what it is for?

In all my 42yrs career have I ever nor seen anyone else wallpaper a floor, has to be a bloody wind-up.

I’m sure this is probably a stupid question, but why on earth would you want to put wallpaper on top of laminate flooring, or wallpaper on the floor at all? Seems absolutely bonkers to me
