The only reason this cunt is saying “not sure if this true”is for a loop hole to not get arrested. From the conversation the dude says 3 things. 1) the device is emitting a frequency nd therefore there is a transnitter 2) the device is preprogrammed maliciously 3) and to flip it takes remote input and therefore a receiver. The 1st and 3rd are blatant lies, coz that can be identified by anyone with a 10$ EMF meter. The 2nd is a possibility, giving him the benefit of doubt, but that is why the candidate ids are shuffled, meaning in some EVMs a candidate can be 1 in the list and in some 5,6 etc to avoid any programmable logic. And they are tested by election commission, if they were to act normal and only act maliciously then there have to be some sort of remote switch which cannot be the case as per 1 nd 2
