Hugo is scared to lose power, and thinks yeah more accountability and representation is nice but it’s so much easier to get my stuff through a 15 member council. He seems to think council works just fine as is and apparently no longer supports expansion?

He also doesn’t seem to be a huge fan of our electoral process so not surprising he doesn’t care what LA voters want.

To be clear, we should all be willing to reconsider positions and take in new info/experiences…but this is an extreme shift. As a candidate Hugo said he supported doubling council now and potentially going as high as Chicago or NYC. There’s a lot of reason not to do the latter

…But this guy has gone from seeing 30-50 as worthy of consideration to apparently believing 15 is the right number. A stunning shift from the most ambitious position on expansion of the council to Park/Lee territory in opposing.

v confusing to claim that expansion would make council more dysfunctional while describing how the current system concentrates a ton of power in the hands of each councilmember... a huge contributing factor to the flood of indictments and corruption scandals in recent years
