The law isn’t prescriptive, as your average road user is unable to measure it exactly whilst in motion. If it ever did become law, then defendants would get off quite easily, due to the lack of exact calibrated measurement at the time of the alleged offence. So it boils down to the opinion of the investigating officer. Usually meaning anything less than a metre is fair game, but anything over could get thrown out.
