i asked before why buggy was an emperor over croc or mihawk and i get it now. his ability to pull ppl together w a single good speech can and should be seen as more intimidating than a single person whos strong

and when u think abt it, all the emperors have that ability. the ability to inspire and encourage dreams in others, getting them to follow u. whether the crew is friendly or not

Exactly. Buggy has charisma and he also cares about his people and is able to unite them-- Mihawk and Crocodile only care about themselves, especially given how Crocodile was just using Baroque Works for his own ends.
