I have to say- handing out the pipes is a new one. But if they don't hand out the wax burners pipes - which are common in most states now and many non homeless people purchase them - then the homeless will KILL eachother over a $3 or $5 pipe. It saves lives and reduces violence

I sometimes really like the homeless. They can be real characters and when they are doing ok- not suffering terribly, or getting picked on,.they can be very loyal and hard working. And Very Funny!
