Make sure your Subset is "Selected Pose Bones" for smoothing vertex weights.

I think they’re similar, but I’m just used to vertex mask when it comes to rigging.

@llay11a This is the first time I have seen someone do it this way. Whenever I make a rig, I use the smooth corrective modifier with the corresponding vertex groups.
