The ref is the ultimate decider on stoppages and only uses the doctor as a recommendation. Once the ref could tell that he could still see out of his right eye, he allowed the fight to continue, which he should have. This is common if you’ve watched many fights.

True that it's a bit weird. When the doctor calls it, you have to stop the fight. It was just one more round of beating for topuria and you could already tell all justin had to do was survive 5 more mints until the ref finally pulls the plug.
