PUT HIM BACK IN THE SAME SPOT WHERE HE WAS JUST SHOT AT. there is ONE spot they know for a fact a shooter has a line, where someone has already put one bullet, and they stand trump up and hold him on that spot. he is standing still, straight up, with his entire head exposed, for what seems like an eternity. theres no possible way thats what they're supposed to do when theres an active shooter.
