For Jamaicans likely to return home whether voluntarily or through compulsion, I want to assure you that you can make a life here using your resources and your creativity. For those with criminal backgrounds and criminal intent, we will be watching you closely and I warn you that the Jamaica and the police force you may have left behind years ago, are not the same. We are are trained, equipped and prepared to pursue, detain and convict you should you run afoul of the law. When you come here, respect the laws, work hard and be an agent of peace.

I note Prime Minister Andrew Holness’s remarks in a TV interview this morning. Neither he nor his Party has made those proposals as part of the process of constitutional reform. His proposals are therefore not in the report of the Constitutional Reform Committee, and will not be in the new Constitution coming out of that process. Furthermore, Mr. Holness’s proposals are not in the existing Constitution, and would violate the existing Constitution. This is in keeping with his and his Government’s unfortunate history of past violations of the Constitution of Jamaica. It seems that the Prime Minister wants to make up a rule which is not part of the Constitution or laws of Jamaica, to suit his Party’s political fortune at a time when it is waning. He has no power and no authority to do that. He needs to tell the country why his statutory declarations to the Integrity Commission cannot be certified. I am compliant with the Constitution and laws of Jamaica, and I undertake to the People of Jamaica that I will continue to be so.

While Jamaica is no stranger to tropical storms, principal director at the Meteorological Service of Jamaica (Met Service) Evan Thompson has warned that the looming Hurricane Melissa could hit the island with greater effect than Jamaicans have seen for decades. Addressing a special media briefing at Jamaica House on Saturday, Thompson confirmed that Jamaica should be seeing the worst of Melissa, starting today, after some sections of the island experienced storm force wind and rain last night.

It is important to note that this is only the second time Jamaica has been invited to the G20 Summit, and the significance of that is often overlooked. I am aware that some questioned my attendance, suggesting that I should have remained home directing the recovery. The truth is, we did not take the decision to attend lightly. Up to a few days before the Summit, the plan was that I would not travel. But after careful discussion, and given the opportunity extended to Jamaica, we determined that attending was in the country’s best interest. Real recovery is not measured by how fast food packages are distributed. It is measured by how quickly we restore electricity, water, security, and public health, and ultimately by how effectively we build back stronger and better. To rebuild Jamaica to a higher standard will require billions of dollars. My time, therefore, is best spent securing that support from the international community. That is why I went to the G20, to advocate for Jamaica, to mobilize resources, and to ensure that our long-term recovery is fully financed and future-focused.

Having covered my trip personally, I had the pleasure of being an invited guest of FIFA. Notably, Jamaica is part of a bid to co-host the 2031 FIFA Women’s World Cup. While it is still a bid, we must prepare ourselves and show that Jamaica is ready for opportunities of this scale. That is why we are moving ahead with plans to redevelop the National Stadium Complex and continue improving Kingston. I also want Jamaicans to know that the work we are doing to make our country safer is making a difference. As crime continues to decline, Jamaica is becoming a more attractive destination for international events, conferences and investment.

I had the honor of joining Assembly Speaker Carl Heastie on a delegation to Jamaica, which is struggling to recover from the worst hurricane in its history. As the Congressman representing Little Jamaica in the Bronx, I felt a profound obligation to do my part in supporting our brothers and sisters on the island. The Jamaican diaspora has always been there for the Bronx, and now the Bronx must be there for Jamaica.

I am in San Diego to accept the Esri President’s Award in recognition of Jamaica’s use of this critical platform for problem-solving, most recently in our response to Hurricane Melissa. We are also seeing how cities around the world are using GIS to solve thousands of real-world challenges and the tremendous possibilities this technology offers. Jamaica will not be left behind. We are harnessing the power of technology to drive growth and development. Our participation in the Esri User Conference is both a recognition of the progress we have made and a reaffirmation of our commitment to using innovation to improve lives across Jamaica.

In a province as big as Ontario, there’s no reason a transit project like the Eglinton LRT should be on its 15th year of construction with no opening date in sight. I stopped by Little Jamaica to see for myself the real impact of these delays: 300+ businesses closing and a community that was once thriving now struggling. The project is now expected to cost double what was initially projected. And Metrolinx has 118 VPs getting paid an average of $243,000 a year. 118. That’s not a typo. Doug Ford’s government has wasted billions while communities like Little Jamaica bear the cost. The Eglinton LRT has become a case study of what NOT to do if you want to build transit.

I have been seeing many photos of people handing out relief packages, and while this was necessary in the early days, I am concerned about how it affects the dignity of our people. I do not want Jamaica to be portrayed as a place where citizens are scrambling for food or fighting over packages. That is not who we are. We are an independent, proud people, even in times of hardship. If we are giving support, we must do it respectfully and quietly, protecting the dignity of those in distress. And those receiving help must also remember their dignity. This is why I announced that we will be transitioning away from handing out food packages. The system has become too politicized, who got, who didn’t get, and who was invited to distribute. That is not acceptable, and it is not the Jamaica we want to build. So we will move to a voucher or coupon system that allows people to purchase what they need directly, without stigma, without politics, and with their dignity intact.

I know exactly where this is headed given the announcements and theatre that took place earlier and will only state that my focus will be isolated to relief matters only. Absolutely disgraceful!

Speculation that the Holiday Inn Express hotel in Rhoose will be used to house Afghans is deeply concerning. I've been contacted by several constituents about this, who are understandably and legitimately concerned. There have also been several reports on social media. As an elected member representing the area, authorities have told me nothing about this. To the best of my knowledge, there has been no public statement issued by the Ministry of Defence. This is unacceptable. Speculation has been ongoing for several days, and an information vacuum has inevitably developed. I therefore wanted to take the opportunity to explain the actions I have undertaken to address this. I have written to the MOD asking them to clarify the situation urgently. To clarify my position, if speculation is correct, I would strongly and categorically oppose the hotel being used for suggested purpose. It is not suitable to provide accomodation of this nature. The hotel was built to provide accomodation for airport passengers. As a result, the vast majority of guests would, in practice, stay at the hotel for a maximum of one night, either before or after their flight. As such, they would not access local NHS services, schools or other public services. This would not be the case if the hotel is used in the manner suggested. By contrast, it would put huge pressure on local amenities and other public services. It is also situated close to a new college that is set to open. If the reports are true, then the plans would have been developed without any consultation with residents. This too would be unacceptable. They should be afforded the opportunity to provide feedback, have their say and raise any concerns they may have. When I receive further updates, I will update residents accordingly. Be assured I will always put the local community first.

Forging global partnerships is essential to our development. The Government of India, through its accomplishments and innovations, stands as an excellent development partner. My visit here has solidified the tremendous potential for collaboration, and we have already signed key partnership agreements. India has made significant strides in its development and, though much larger than Jamaica, it has faced and overcome many of the same challenges we now confront. Despite the physical distance between Jamaica and India, we share common bonds through culture, the Commonwealth, CARICOM, and cricket. India’s willingness to deepen our friendship and cooperation is a testament to the great mutual benefits that can be achieved by working together. Jamaica should view this renewed push for cooperation as an important step toward the overall improvement of our people. Beyond government-to-government cooperation, we are focused on health, education and training, energy, technology, and sports. India has a large and vibrant business community, and Jamaica is an excellent destination for investment. My heartfelt thanks go to Prime Minister Modi for the warm reception extended to Jamaica and for the hand of cooperation. I look forward to the positive impact of our discussions on both the people of India and Jamaica.
