You are mixing up two different issues. The fact that one individual said he left because of a chieftaincy issue does not mean poverty does not exist in Ghana. Every country has people who migrate for different reasons ,economic opportunities, family issues, politics, safety, or personal circumstances. And documenting people is the responsibility of the state. If someone is in the country illegally, there are laws and systems meant to deal with that professionally, not emotionally. Saying "people don’t want to be documented" does not remove government responsibility to manage immigration properly. No country on earth is completely free from poverty, including Ghana and South Africa.
