Put cameras under every bridge. Somebody stops traffic and they are charged with felony endangering life (and travel) and a $100,000 fine - non-negotiable. They'll stop this stupid shit right quick.

So the people who got scared and stopped under the overpass thought they would be in danger out in the open, and were ok with forcing a ton of other people to sit in their cars and be exposed to the perceived danger? That's the worst kind of cowardice.
