In the build up to the June 2025 budget speech, I asked whether, looking at the expenditure estimates, budget 2025/26 was truly based on zero based budgeting (see quoted tweet). Today, while launching the 2026/27 budget cycle, National Treasury confirmed that, contrary to the pronouncements, we had little, if any, zero based budgeting in 2025/26. The government now plans to have the 2026/27 spending plan as one that is really anchored on zero based budgeting.
