Almost 30 years ago. I would expect the announcer is retired now--Anne Toulouse was well known and respected for her calm voice under pressure.

Anne Toulouse (McDonnell Douglas spokeswoman/launch commentator). Became Senior Vice President of Communications for Boeing in 2019; more recently, probably retired.

Meanwhile, a Canadian commentator…

She may be looking at a computer screen with a telemetry read out, not a video monitor. In the first few seconds, until she sees some video, all she might know is she's not getting any new data. Announcers on the Challenger disaster initially said "obviously a major malfunction".

What year did this happen? Comment briefly about the Delta II success record. If I recall correctly it was quite good and maybe even the best up to its time. Also explain the nature of the cargo it was carrying to orbit and how impactful was the delay for this cargo while an additional attempt would need to be scheduled.
