Schumer responds: "You are so right. We have talked to police officers across the country and the police department in Minneapolis itself, and they know that these ICE agents are so totally untrained in police doctrine. They don't know what to do, how to do it, and it ends up even killing people and causing such mayhem that, yes, you are 100% right. We need our police officers across the country to tell ice you don't know what the hell you're doing. You need real police training." 🚨BREAKING UPDATE OUT OF MAINE: The man killed in the Biddeford, Maine ICE shooting has been identified as a 26-year-old Colombian man who was authorized to work in the United States and had been issued a Social Security number. This wasn’t a “violent criminal.” This wasn’t even an undocumented immigrant. This was someone who had legal authorization to live and work here. So why was ICE trying to pull him over? A witness also says he saw a large white vehicle ram the smaller vehicle, followed by a second impact… And heard gunshots. He says he then saw an officer open the vehicle door, pull a man out with blood covering his head, and heard him say: “I tried to stop.” ICE agents do not have the authority to stop whoever they want, give conflicting orders, escalate an encounter, and then use deadly force when that situation becomes chaotic. If the government gives agents the power to carry weapons and take someone’s life, those agents have a responsibility to make sure they are acting within the law before they create a situation where someone can be killed. A person’s rights do not disappear because an ICE agent decides to stop them. Which means the question that must be answer is this… Was this man killed because ICE created a dangerous situation that never should have happened? Because when the government can put someone in a life-or-death situation, the question cannot only be whether the final seconds justified pulling the trigger. We have to ask why this encounter was allowed to escalate in the first place.

SWALWELL: "If somebody rolls up in an unidentified van and gets out wearing all black and their faces covered and they don't have any identification, and they ask me to get into the van, how do I know who they are? In the video, multiple ICE agents are seen surrounding a civilian vehicle with several cars. Both back doors of the vehicle are open as agents stand around it. An ICE agent is heard saying: “We just want to make sure you are good, you were driving like a complete maniac, and the way that you’re acting, we have to verify if you are good, and then we will be out of here.” That statement matters… because ICE does not have general authority to conduct traffic stops. Immigration enforcement agents cannot pull someone over for alleged driving behavior. That power belongs to state and local law enforcement, not federal immigration officers. There is no claim of a specific crime. No explanation of probable cause. No warrant shown. Just ICE agents stopping a car, detaining the occupants, and admitting on camera that they initiated the stop based on how someone was “driving.” That is an unlawful stop. Under the Constitution, law enforcement cannot seize or detain someone without legal authority or probable cause. Blocking a vehicle, surrounding it with agents, opening doors, and questioning occupants is a seizure… and doing so without lawful authority is a violation of the Fourth Amendment. If ICE can pull over random cars, invent a reason, and detain people with no warrant and no authority, then the question isn’t whether this was illegal… It’s how many more unconstitutional stops they’ll get away with before someone gets hurt again.
