I put a ruler on all four corners of each one. They move, slightly but just enough for the illusion to work.

If you mean the illusion is causes by animation which means giving the illusion to motion, then yes. These are not real cubes moving in real life, but the frames of animation are adjusted frame by frame and since the frames are different and not static, they are moving that way.

If you cover everything but one small section, the illusion still persists. Therefore it’s the strobing pattern that creates the effect, not the arrows in the middle of the cubes.
