Can tell from 10 seconds that he's a drug addict. Almost certainly more underlying problems that "homelessness". Only option is to put him in rehab.

He made some bad choices in life as you can tell from the tattoos I hope he finds help, a persons past does not define them, their present and future is full of possibilities

Well he is New York City. There’s a lot of places there he would find help and proper treatment!
