His schtick is to sit on the ground in costume, beg for money, roast the crowd, and deliver over-the-top comedic/political rants mixing conspiracy theories, philosophy, and current events. He is not a homeless person driven mad by secret knowledge—he’s an actor doing a well-known act that has been filmed and shared for years (this clip is old, likely 10–20+ years old based on circulation and his performing history).
